TmaxSoft Beats Out Oracle in South Korea’s WETAX Payment System Overhaul

Chicago, IL – September 7, 2021

The Ministry of the Interior and Safety, Republic of Korea, chose Tibero as its Relational Database Management System (RDBMS) in their efforts to update WETAX, their local government online tax payment system. WETAX is used by nearly 8 million people and by about 20,000 local government tax officials. The project is worth 10 billion won, including solutions and construction, and is one of the largest RDBMS public projects in the world.

Eight companies participated in the ordering competition, and Daeshin Information Systems, which proposed Tibero, was selected by the Ministry of the Interior and Safety as the preferred bidder. Among those operators who were not chosen, was one who proposed Oracle. The Daeshin and Tibero team was picked, in part, because it earned the highest technology score of the competitors.

Since it was established in 2005, South Korea has continually upgraded their WETAX system to reflect policy changes and public demands, but the system had reached its limits due to system aging and structural problems. The government had spent 22% of the RDBMS construction cost for maintenance every year but continued to be mired in problems. Frequent system failures, especially on payment deadline days, made the system particularly frustrating for users. South Korea also recognized the need to prepare for the local tax environment of the future, such as the spread of high-quality services using advanced information technology.

Furthermore, the Ministry of the Interior and Safety, Republic of Korea, needed to strengthen the local taxation capacity of each of their 234 local governments to support their policy of decentralization.

When looking for a new RDBMS, South Korea required a high-performance and multiplexed (triple, redundant Active-Active Cluster DB) cluster RDBMS that could integrate and process large-scale data while sorting users by new project, and could handle batch and online simultaneously. The system needed to be able to collect as-is data (about 20TB worth) from each local government in collaboration with the main business operator. Tibero met their requirements, and more.

A high-performance RDBMS, Tibero provides an environment in which integrated and operated data can be viewed, processed, and used with authority for each local government. It not only has the necessary features but will reduce the total cost of ownership for WETAX by about 50%.

Work is set to begin immediately and to be completed in early 2023.

TMAX PROVES ITS CLOUD COMPETITIVENESS IN THE COMMERCIAL DBMS AND WAS MARKETS IN KOREA

Tmax successfully supports KERIS’s e-Learning site, an online/distance teaching-learning platform

With the spread of non-face-to-face or untact culture and conducting of online classes for elementary, middle and high schools, Tmax has contributed greatly to facilitate online learning provided by Korea Education and Research Information Service (KERIS).

Tmax, the only system software company who develops its own original technology in Korea, said that the company has partnered with Naver Business Platform (NBP, CEO Park Won-ki) to ensure stable operation of the e-Learning site by providing: ▲product license expansion ▲24-hour standby system ▲ technical and product support including system monitoring by dedicated engineers from Tmax HQ and Tmax Yeongnam.

With two weeks left until online opening of schools, Tmax and NBP built additional seven e-Learning sites across Seoul, Busan, and Gyeonggi-do to accommodate more students. To allow the estimated 400K-500K students to concurrently access the e-Learning system when schools open online in the second phase, they rebuilt their DBMS and WAS systems into a distributed environment.

Through post data analysis, they predicted about 1.5 million concurrent users to access the system in the third phase. Considering the regional variance in the number of visitors, a total of 12 e-Learning sites were up and running in time for the third phase of online school opening.

During the one month spent on system analysis and expansion, Tmax expanded licenses for JEUS, WebtoB, and Tibero and optimized WAS and database servers to relieve bottlenecks from 650K+ concurrent users and achieve seamless online opening of schools.

During the short time period remaining prior to school opening, Tmax expanded the system with cores and servers that can scale tens of times to prepare for sudden traffic spikes.

The advantages of a domestic company compared to foreign and open source companies have helped to: achieve large-scale core/server expansion in a limited time frame without bottlenecks or failures; provide fast technical support and 24-hour monitoring system; quickly collect and handle technical questions and requests through real-time communication. Leveraging these advantages allowed Tmax to make a significant contribution in removing obstacles to ensure students’ right to education.
